With the publication of the NPS strategic plan, Vision for a New Century, and the formation of the Strategic Planning Council, a set of institutional metrics were developed.  In creating these metrics, it was also imperative to develop a set of peer institutions and collect data against which NPS could benchmark itself.

A study was commissioned in 2008 to determine appropriate peer institutions, and to provide macro-level measures of comparability and tracking relative to institutional progress within a context of peer institutions. The results are shown in the report below.
