RADM Stephen R. Loeffler, USN (ret)

Steve Loeffler grew up in Pennsylvania and was commissioned after graduation from Penn State University. His Navy duty included destroyers operating off the coast of Vietnam and in the Western Pacific and Indian Oceans, and Aide and Flag Lieutenant to Commander Cruiser-Destroyer Force Pacific in San Diego, CA. After returning to the Navy from Wall Street and graduation from the Naval War College, he served in USS GRAY, USS COOK, and as Chief Staff Officer in Destroyer Squadron 31.

Ashore, Rear Admiral Loeffler served in the Bureau of Naval Personnel, on the Chief of Naval Operations Staff in the Program Resource Appraisal Division (OP-91) and as Director of Personnel Plans and Policy (N-13). He has a Master of Science Degree (with honors) in Manpower/Personnel Analysis and Economics from The George Washington University. After a year as a CNO Fellow with Strategic Studies Group XII in 1992, he served as Special Assistant to the Under Secretary of Defense for Policy where he worked on various foreign policies.

Rear Admiral Loeffler’s commands included USS HEWITT (DD 966), Destroyer Squadron 21, and Logistics Group Western Pacific based in Singapore where, as Commander Task Force 73, he was responsible for combat logistics and pre-positioned force ships operating from the International Dateline to the shores of Africa. His duties in Singapore also included Commander Task Force 712 employing ships, aircraft, and more than 500 Marines to conduct naval engagement and humanitarian civic actions in the Southeast Asian nations of Thailand, Malaysia, Singapore, Indonesia, the Philippines and Brunei.

Retiring from active duty in 2001, he joined the faculty of the Naval Postgraduate School in July of that year where he serves as Director of the Regional Security Education Program for deploying Naval Forces, and Director of Program Development in Academic Affairs. He is Chairman of the Board of Directors for the San Diego Council of the USO, and serves on the Navy Recruiting District Advisory Council and on other non-profit boards.

Admiral Loeffler’s personal awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Vietnamese Cross of Gallantry and various other personal and campaign medals. He is a member of the New York Yacht Club, University Club, Navy League of the United States, Surface Navy Association, and Naval War College Foundation. He is married to the former Deborah Ann Diehl of Newport, RI, who is Program Director at Family Literacy Foundation for the Uniting Through Reading program for Sailors and Marines to read to their children via video tape while deployed overseas. They have two children, Lauren (24) and Chris (20) and reside in the Fletcher Hills area of San Diego.
