Background

Fleet Numerical, Meteorology, and Oceanography Center (FNMOC)’s Top Three OCO Issues Paper (May 4, 2011) cites three areas of work raised by the METOC Enterprise Architecture Team (MEAT) to be implemented in the Ozone Widget Framework (used in Command and Control Rapid Prototyping Continuum or C2RPC) and interface with GeoServer, LDAP, WEAVER, and the Subscription Broker.

Objectives

  • Provide project and technical oversight support to FLENUMMETOCCEN’s OCO TPOC.  The technical oversight support work will recommend improvements and updates to the existing GI&S capabilities in order to better integrate into C2RPC environment
  • Provide architectural and implementation guidance for UUV / UAV data ingest and OGC display
  • Provide latest hardware technology recommendations for the use of integrated software displaying geospatial services on lightweight hand-held iOS devices during Trident Warrior exercises for 2012
  • Assist in the architectural unification, integration, evaluation, and software modification of geospatial technology and services in support of the three main OCO areas
  • Evaluate multiple software tools currently being created by different vendors and used across multiple agencies with an eye towards consolidation, integration, and optimization
  • The program oversight support work will provide government managerial oversight for time and cost scheduling and monitor cost, schedule, performance, and risk.

NPS Shall:

5.1 Recommend improvements and updates to the existing GI&S capabilities in order to better integrate into 
      the C2RPC environment.
5.2 Provide architectural and implementation guidance for UUV / UAV data ingest and OGC display.
5.3 Provide latest hardware technology recommendations for the use of integrated software displaying  
      geospatial  services on lightweight "hand-held" devices of iPad and iPhone during Trident Warrior 
      exercises for 2012.
5.4 Review performer implementation source code and documentation.
5.5 Conduct desktop and mobile platform compatibility tests.
5.6 Assist in the architectural unification, integration, evaluation, and software modification of geospatial technology and services in support of the three 
       main OCO areas.
5.7 Evaluate multiple software tools currently being created by different vendors and used across multiple agencies with an eye towards consolidation, integration, 
       and optimization.
5.8 Utilize agile programming techniques. Document code in accordance with industry, NPS, and FLENUMMETOCEN standards.
5.9 Provide overall project management for all associated government and contractor efforts including monitoring cost, schedule, performance, and risk.
5.10 Provide an informal bi-weekly report to the FLENUMMETOCCEN TPOC. The report shall summarize activities conducted during that time frame and briefly 
         state what NPS expects to work on in the following time frame.
5.11 Provide a quarterly report that includes any items of note during the period, known issues / risks, significant accomplishments, financial information (such as 
         invoice billing to allowing earn-value reporting) and planned activities for the next month.
5.12 Provide informal training /  mentoring to FLENUMMETOCCEN personnel as to procedures created, software usage, work processes, systems details and the 
         efforts performed under this PWS.
