This course is targeted to DoN senior military (O-4 to O-6) and civilian (GS-13 to GS-15) financial managers in the 500-skill series. Candidates should be working toward Level III certification to attend this course. Prospective students should contact their BSO or major command comptroller's office for nomination procedures. NPS does not control quotas for this course.
Length of Course:
The course spans an 8-week timeframe and includes 60-hours of course work. For weeks 1-5 and 8, Class time runs for 4 hours on Wednesdays (2 hours in the morning and 2 hours in the afternoon). Weeks 6 and 7 will include a short lab period in lieu of the 4 hour class time. Individual time with the instructor is encouraged during Weeks 6 and 7 in order to complete the Capstone Project IAW project guidance.
Upon completion of the course, students earn 6 continuing education credits (CEU) or 60 continuing professional education (CPE) units from the Naval Postgraduate School. The course will also meet the requirements for Level III FM Certification, assuming all other requirements are met.
Requirements for Entry:
There are no prerequisite courses. However, students must be working toward completing the Level III FM Certification requirements as outlined in the certification program. Requirements can be found on the DoD Comptroller web site or FM Online web site (CAC required). Also, students should check the DoN FM web site for any Navy specific guidance and requirements.
ACC is targeted to 8 competency areas that complement other requirements for Level III certification. Students can find all certification requirements on the DoD Comptroller web site link above. The 8 competency areas and required hours for this course are:
- Concepts, Policies, and Principles of Accounting (proficiency level 3) and Concepts, Policies, and Principles of Budgeting (proficiency level 3) (10 hours combined)
- FM Systems (4 hours)
- Decision Support (10 hours)
- Accounting Analysis (12 hours total, shared with FM Analysis)
- FM Analysis (12 hours total, shared with Accounting Analysis)
- Budget Formulation, Justification, and Presentation (12 hours total, shared with Budget Execution)
- Budget Execution (12 hours total, shared with Budget Formulation, Justification, and Presentation)
- Advanced Financial Management (12 hours)
A total of 80% weighted score is required to successfully complete the course. There are a total of 125 possible points in the course. Points are captured in four types of events (weekly assignments, presentation of weekly assignments, participation in class, and capstone project). Events are weighted differently. There are no books or materials to purchase. All content is distributed online in a shared workspace. Access is provided prior to the start of the course. Details and instructions will be provided prior to the start of each course.
Students are required to have a speaker and microphone for this course. Required software includes Java and an internet browser such as Google Chrome or Firefox. Internet Explorer is not recommended due to compatibility issues.
