Research and Field Testing
The Consortium will support multi-institutional initiatives related to Homeland Security by facilitating strategic research and field experimentation on :
- HLS technologies that enable prevention and response concepts of operations (CONOPS), policy, and processes including capabilities for testing and evaluation of commercial off-the-shelf (COTS) and specialized equipment
- Protection of critical infrastructure and public facilities
- Creation of a national information infrastructure to enable "self-service" in disaster situations
- Establishment of common standards for HLS communications technologies to enable interoperability among local, state and federal first responders
- Collaborative capacity of institutions/organizations
