The following hazards have been identifed during the most recent routine Industrial Hygiene survey conducted 15 May 2015. The routine industrial hygiene survey process evaluates potential hazards to employees based on existing operations at the time of the survey. It is the responsibility of the Lab/Space Manager to report any changes in/new operations that could alter/introduce health hazards and exposures involved so that the new conditions and resulting exposures can be properly evaluated. To report changes, complete this form and email to Safety@nps.edu for review. The NPS Safety Office will then contact the servicing BUMED Industrial Hygienist for possible further actions.

 

Examples of changes that the need to be reported include the following:

  • new operations with suspected health hazards are performed
  • new chemical products are used
  • an increase in major chemical usage
  • new equipment with potential noise hazards is used
  • other new equipment posing suspected or known health hazards, such as lasers, is used
  • exposure frequency and time changes of operations with potential or known health hazards
  • a change in local exhaust ventilation systems

Operations:  

  • The Library’s primary functions are to provide research material, research assistance, and study space for NPS staff and students.
  • A Library Technician performs document shredding using both the Security Engineered Model S22 and Intimus 007 shredding machines in the 169 Shredding Room. He uses a small Cadillac vacuum during and after the shredding process to remove accumulated dust on room surfaces.
  • One staff person operates Challenge and Togus drills as part of the document binding process in the 119 Materials Preservation Room. The binding process uses an automated process to glue the document together.
  • The Library Technician also performs occasional heavy lifting.

 

Engineering/Work Practice Controls:  

None Required or Necessary.

 

Ergonomics:

The only potential ergonomics hazards present involve typing, and occasional heavy lifting, such as involving bags of shredded documents placed on carts and then into dumpsters by the Library Technician performing document shredding in Room 119. Injuries have not occurred since the previous survey resulting from either heavy lifting or typing. The training requirement involving back injury prevention for the Library Technician can be completed in the ESAMS Training Module "Back Injury Prevention (Program 40)."  This training is required annually.

 

Respiratory Protection Program:

Operations requiring the use of respirators are not performed in this space.

 

The only respirators normally worn are 3M Tekk Model 8511 disposable N95 respirators during the Room 169 document shredding process using the Security Engineered Model S22 Paper Shredding Machine to provide additional protection against inhalation of nuisance levels of airborne dust. Each of the disposable respirators is issued by the manufacturer in a sealed plastic box, with their use considered to be elective since previous monitoring data of this process indicates that airborne dust levels are below the exposure standard.

 

Any employee wishing to wear a respirator (including dust masks) must contact the NPS Respiratory Protection Program Manager (RPPM) to recieve OSHA mandated training (Per OSHA 1910.134 App D) and approval.

 

Lead Control Program:

There is no lead present in this space.

 

Hearing Conservation Program:

Exposure to hazardous noise is limited to the Security Engineered paper shredding machine and associated Cadillac Vacuum used during the document shredding process in Room 169. The entrance to the shredding room is properly posted as a noise hazard area. The Library Technician performing this process needs to continue:

  • wearing double hearing protection (both ear plugs and muffs) as required by BUMEDNOTE 6260 BUMED-M44 of 24 Apr 14, paragraph 6a(4).
  • receiving annual hearing tests (audiograms) as required by OPNAVINST 5100.23G, Chapter 18, section 1806b.
  • receiving hearing conservation training as required by OPNAVINST 5100.23G, Chapter 18, paragraph 1808a.  This training requirement can be completed via the "Hearing Conservation" training (module #110) on ESAMS.

 

The measured noise levels of the following equipment is below the Navy criterion level of 85 dBA outlined in BUMEDNOTE 6260 BUMED-M44 of 24 Apr 14, enclosure (1), paragraph 1 and therefore do not require the use of hearing protection during their operation:

  • Room 169 Intimus 007 shredding machine
  • Room 119 Challenge and Togus Drills.

 

Personal Protective Equipment (PPE):

The Library Technician performing paper shredding as described above needs to complete PPE training as required by OPNAVINST, Chapter 20, paragraph 2013a.  This training can be completed in ESAMS with the following training modules:

  • PPE (Initial Only) - 1398
  • PPE-Job Specific (Annual Training) - 239
  • Hearing Conservation (Annual Training and Medical Surveillance)  - 110

 

Occupational Reproductive Hazards Program:

Per OPNAVINST 5100.23G, Chapter 29, the only reproductive hazards posed from Library operations are noise from use of the paper shredding machine and associated vacuum as discussed above, and from heavy lifting. Both noise and heavy lifting pose female reproductive hazards, and since only one male employee performs this work, the reproductive hazards are not actually encountered.

 

If the work is proformed in the future by a female employee, then pregnant women, or who are trying to achieve pregnancy regardless of military or civilian status, should inform their attending health professional(s) that they perform any of these processes that exposes them to potential female, pregnant female, or developmental reproductive hazards and follow any medical guidelines provided. Female (military) students performing any of the above processes involving female, developmental, or pregnant female hazards must inform their supervisor as soon as possible that they are pregnant. They and their supervisors must then complete the Developmental Hazard Worker’s Statement Form and Supervisor’s Statement Forms. The student then must be scheduled for an appointment with an Occupational Health Physician, during which the form needs to be submitted and reviewed. All guidance provided by this process must be followed, and pregnant women should avoid or at least minimize work with the chemical products listed above that pose potential female, pregnant female, or developmental hazards, as well as avoid or at least minimize exposure while present during noise hazardous processes.

The Library does not use any chemical products except those associated with office functions, and are therefore exempt from most of the requirements of OPNAVINST 5100.23G, Chapter 7 and (c).

Since the previous IH survey, a Bookkeeper Deacidification Spray was acquired for treatment of aged and fragile documents and photographs, but it has not been used yet. The Collections Manager plans to apply it outside where any mildly toxic vapors generated during its use will be diluted by outdoor air.
