CAPT Alan D. Scott, USN (RET)

A native of Tucson, Arizona, CAPT Scott graduated with distinction from the United States Naval Academy in 1981, earning a Bachelor of Science Degree in Electrical Engineering. After a temporary assignment at the Naval Research Laboratory in Washington, DC, he entered flight training and was designated a Naval Flight Officer in 1983.

Following additional training in the P-3C Orion aircraft, CAPT Scott reported to Patrol Squadron NINE (VP-9) at NAS Moffett Field, California. From 1983 to 1987, he flew reconnaissance and surveillance missions with VP-9 as a Navigator/Communicator, Tactical Coordinator and Mission Commander, deploying to Diego Garcia, British Indian Ocean Territories, Adak, Alaska, Misawa, Japan and Cubi Point, Republic of the Philippines. He additionally served as squadron Assistant Tactics Department Head, NATOPS Officer, Aircraft Division Officer and Instructor Tactical Coordinator and Navigator/Communicator.

In June 1988, following graduation as an Engineering Test Flight Officer from the US Naval Test Pilot School, CAPT Scott was assigned to the Naval Force Aircraft Test Squadron, Patuxent River, MD. During this tour, he conducted integration and flight testing of electronic warfare, radar and communications systems on the P-3C and other aircraft.

After designation as an Aerospace Engineering Duty Officer in August 1990, CAPT Scott was assigned to the Naval Space Technology Program Office, where he led development and testing of spacecraft command, control and data processing systems. He additionally served as Launch Integration Manager, directing satellite vehicle ground processing, launch vehicle integration, launch and initial flight operations for a classified national space-surveillance system.

In 1993, CAPT Scott entered the Naval Postgraduate School in Monterey, CA where he earned Master of Science and Engineer’s Degrees in Aeronautical and Astronautical Engineering. He subsequently reported to Air Test and Evaluation Squadron ONE (VX-1), Patuxent River, MD, as Chief Operational Test Director. From July 1996 to January 1999, he directed the operational test and evaluation of Navy anti-submarine warfare, electronic warfare and surveillance/ reconnaissance aircraft, including the P-3, EP-3, S-3, ES-3, H-60 and E-6.

Following completion of Defense Systems Management College in April 1999, CAPT Scott reported to the National Reconnaissance Office where he served as Deputy Program Manager and Chief of Staff within the Low Earth Orbit (LEO) System Program Office, SIGINT Directorate. He was subsequently assigned to the IMINT Directorate as Deputy Director of Systems Engineering. In September, 2002, he was selected as Director, IMINT Research and Technology Systems Program Office. In this capacity, he was responsible for the development of advanced spacecraft bus and payload technologies for the nation’s imagery intelligence satellites. CAPT Scott completed his career as Program Officer and Military Instructor in the Space Systems Engineering and Operations curricula at the Naval Postgraduate School.

CAPT Scott has accumulated over 3300 flight hours in 25 different aircraft. He has been awarded the Legion of Merit, the Defense Meritorious Service Medal (two awards), the Meritorious Service Medal, the Navy Commendation Medal, the Joint Service Achievement Medal, the Navy Achievement Medal and various other service medals and awards. He is married to the former Martine Gish of Monterey, CA. He and Martine are the proud parents of one daughter, Colette Barbara Scott.
