Naval War College Monterey Graduates Latest Cohort

Professor Fred Drake, Chairman of the Naval War College (NWC) Monterey program, addresses the 69th graduating class during a ceremony in the Barbara McNitt Ballroom in Herrmann Hall, Dec. 8. Through the NPS-NWC partnership, 4,554 officers have earned their Joint Professional Military Education (JPME) Phase I certification since the program's inception in September 1999.


"You've reached an important milestone in your career," said Drake. "Personally, I like the term milestone for a lot of reasons, but the best one is that it denotes progress on a journey. The completion of the NWC academic program is a measure of progress, but it is also a sign that you need to reflect, especially on the performance and skills that got you to Monterey, the skills you've needed while here, and the skills you'll need in the future."

Drake encouraged the students to reflect on the roles they would be fulfilling in the future, and the skills that would be required to be successful. He stressed the critical importance of lifelong learning, and keeping current within their profession and their academic discipline.

"You will have to deal with adversaries who are adept at rapid adaptation," said Drake. "You'll have to be faster. Our Navy officers and others will recognize the concept our [Chief of Naval Operations] promotes, 'high-velocity learning,' which is a method used to scientifically increase the speed of a decision cycle. The key to doing that is to have a robust, in-depth knowledge of the problem you must deal with, and to promulgate what you've learned so your unit, your service, and our entire national security team can benefit from it.

"Your journey will not be easy," he concluded. "There will be challenges, but with what we've seen so far, you all will meet and conquer those challenges with vigor, energy and innovation."
