NPS to Conduct Command Climate Survey

Command Managed Equal Opportunity (CMEO) Manager Lt. Cmdr. Scott Parker is gearing up to conduct this year's Defense Equal Opportunity Management Institute's (DEOMI) Organizational Climate Survey (DEOCS). The goal of DEOCS is to provide a confidential, command-requested organization development survey focusing on issues of equal opportunity and organizational effectiveness.


"We want to know where we can address issues that are happening on campus," said Parker. "We look over previous years surveys and craft questions that see if we have improved, and if we haven't, how we can change to make progress."

In the 2016 DEOCS, it was noted that the civilian staff at NPS were missing training related to Sexual Assault Prevention and Response (SAPR).

"When the military did the training, they knew exactly what SAPR was, the difference between a restricted and unrestricted report, and they knew who they needed to go to," explained Parker. "On the civilian side prior to that, we didn't know exactly how to get that information out. Over the last year, we have done that. We have trained the civilian side of the campus on SAPR. I'm hoping that when those survey questions come up again, that our numbers have improved."

In addition to previous DEOCS information, Parker also mentioned that new issues such as social media will be looked at in this years DEOCS. Equal Employment Opportunity Specialist Kelli Kennedy has been working close with Parker on this year's DEOCS.

"NPS has a large civilian population and my former boss, the late Debbie Baity was an instrumental part of bridging the gap between the military and civilian issues at NPS, so I hope to continue her legacy the best I can, helping to address issues that come out in the DEOCS with NPS leadership from more of a civilian standpoint," said Kennedy.

This is the first time since 2012 that we will be conducting one survey for the entire campus.

"Previously we have tried breaking it down into subgroups such as Active Duty Military, General Schedule (GS) and Administratively Determined (AD) employees, and also by Organizational Code; we're trying different ways to see what works best and what will get the greatest amount of participation," added Kennedy.

The survey will be open for 21 days and is slated to begin within the next two months. Personnel are authorized to use official time to conduct the survey and it can be taken on any computer without need of CAC access to reach the DEOCS.
