NSA Monterey Access Control Procedures
CURRENT POLICY IN EFFECT:
- 100% ID checks will remain in effect for all personnel over the age of 18.
- Escorts will be required for any personnel who are not vetted.
- 100% vetting will be required for anyone entering the installation who does not have authorized access, and who will not be under the immediate supervision of an authorized escort/sponsor for their entire duration at NSA Monterey.
- All Foreign National and family members who do not possess orders or proper access documents will have to be vetted.
Escort/Sponsor Procedures:
- US service members, DoD employees, spouses of the aforementioned, and retirees (in some cases) are authorized to Escort/Sponsor.
- You must have sufficient knowledge of your guests to legitimately vouch for their identity and criminal history.
- You cannot escort a Foreign national. All Foreign nationals must be vetted.
- You are responsible for the actions of your guests while they are on the installation.
- YOU MUST REMAIN WITH YOUR GUEST THROUGHOUT THEIR ENTIRE VISIT ON THE INSTALLATION. THAT MEANS ESCORTING THEM BACK OUT THE GATE WHEN THEY LEAVE.
- All not authorized overnight guests of the Hotel Del Monte must be vetted.
ACCESS REQUIREMENTS AND PROCEDURES
General Access:
- All non-authorized visitors must be vetted before entry.
- Social Security Number and Date of Birth are mandatory for vetting.
- Visitors 18 and older must present a valid government-issued ID (e.g., driver’s license, passport, or school ID).
- Visitors under 18 do not require a pass but must be accompanied by a sponsor.
Sponsorship:
- Sponsors must ensure the individuals they are sponsoring begin the vetting process through the DBIDS pre-enrollment portal: https://dbids-global-enroll.dmdc.mil/.
- The 6-digit code or QR code generated by the portal must be provided to the sponsor for submission. Sponsor then emails codes to address below.
OR
- Sponsors can submit a completed SECNAV 5512 form for unescorted visitors if the pre-enrollment portal isn't working correctly.
- SECNAV 5512 Forms must be securely transmitted via the nps.edu network or DOD SAFE to:

- Vetting results may take up to 14 business days; plan for 30–45 days for large events.
Pass Pickup:
- Sponsors will pick up access passes at the Visitor Control Center (Bldg. 254) during business hours.
Denied Access:
- Visitors without proper credentials or sponsorship will be turned away at the gate.
Contractors and Vendors
- Long-Term or Routine Business: Must obtain a DBIDS pass.
- Short-Term Visits: Will receive a pass valid for the duration of their approved visit.
Motorcycle Riders (Effective April 2025)
DBIDS Card Requirement:
- All DoD-affiliated motorcycle riders must present a motorcycle-specific DBIDS card at the Entry Control Point (ECP).
- Required documents to obtain a DBIDS card:
- Registration, insurance, and valid motorcycle-endorsed driver’s license
- CAC
- Military Riders Only: Motorcycle Safety Training Certificate
DBIDS Expiration:
- Military Riders: Aligns with CAC or Motorcycle Safety Training Certificate.
- Others: Aligns with CAC or motorcycle license expiration.
- Starting May 2025: DoD personnel riding motorcycles will be denied entry without a valid DBIDS card.
ADDITIONAL NOTES
Service connected disabled Veterans with VHIC Cards: Access is allowed after background checks but does not include escort privileges. Spouses can get vetted, receive a pass only, to enter with Veteran.
