NSA MONTEREY ACCESS CONTROL PROCEDURES QUICK INFORMATION GUIDE

To gain authorized access to Naval Support Activity Monterey (NSAM), all unescorted visitors are required to obtain a pass. Unescorted visitors must be sponsored or on official business. Here are the key procedures:

Trusted Travelers can escort up to 10 personnel in no more than 2 vehicles. The Trusted Traveler must always stay within two car lengths of the visiting vehicle during the escort. Walking with an authorized sponsor is allowed, but all guests must remain with the sponsor while on NSAM premises.

1. Pass Requirement: All unescorted visitors must obtain a pass at the NSAM Visitor Control Center (Bldg. 254). Contractors and vendors on official business must obtain a DBIDS credential/pass at Base Access Control (Bldg. 254).

2. Visitor Vetting: Unescorted visitors will have their identity proofed and vetted. Once vetted, visitors will be issued an appropriate pass at no cost. Visitors under 18 do not need a pass but must be accompanied by a sponsor at all times while on NSAM premises.

3. Identification: Visitors aged 18 and older must prove their identity with a valid government-issued ID card such as a State Driver’s License, State ID card, Passport, or School ID Card.

4. Sponsorship: The following personnel can serve as Sponsor/Trusted Traveler for NSAM access during Force Protection conditions Normal, Alpha, and Bravo:

  • Active-Duty military and their adult dependents.
  • Retired military personnel and their adult dependents.
  • Federal/DoD civilian employees.
  • Reservists and their dependents.
  • Retired DoD Civilians with DBIDS card.

5. Form Submission: Sponsors are responsible for filling out SECNAV form 5512 for unescorted visitors. The form can be accessed here. Personally Identifiable Information must be securely transmitted. Encryption via nps.edu network or DoD SAFE can be used.

6. Submission Process: The completed, encrypted SecNav form should be emailed to Miguel Rosas at mjrosas@nps.edu. Ensure all information on the form is accurate and legible. If Miguel Rosas is unavailable, email Marvin Glazier at maglazie@nps.edu during his absence. Include your email and phone number in case NSAM Security needs to contact you.

7. Processing Time: Vetting results can take up to 14 business days. For larger events with multiple unescorted visitors, the vetting process may extend to 30-45 days. Plan well in advance and reach out accordingly.

8. Access Pass Pickup: Access passes can be picked up at the NSAM Visitor Control Center during Customer Service hours: Monday through Friday, 0700 – 1130 and 1200 – 1500 (3 pm). If unable to visit during these hours, contact your sponsor to make arrangements. No exceptions will be made for unescorted visitors without prior vetting and possession of an access pass or trusted traveler escort.

9. Veterans with Service Connected Disabilities, Purple Heart, or Former POW. If you have a VHIC card with "PURPLE HEART," "FORMER POW," or "SERVICE CONNECTED" displayed under the picture on the VHIC, you can get access after you do a background check. The VHIC doesn't let you escort anyone who has not completed a background check, but does allow you to sponsor others for a background check.
