Termination of DOD Civilian Retiree ID Cards

DOD Civilian Retirees ID Cards (i.e., DBIDS)
 

Introduction: In accordance with the Under Secretary of Defense, Washington D.C., memorandum titled "Department of Defense Civilian Retiree Identification Card Termination," dated 17 February 2023, the Defense Manpower Data Center (DMDC) resourced and Naval Personnel Command contractor operated Navy ICA Services (aka CAC/DEERS offices) issuance of new Department of Defense (DOD) Civilian Retiree Identification (ID) Cards has been terminated, and previously issued DOD Civilian Retiree ID Cards will remain valid only through August 31, 2023 with no reissue after the August 31st date.

In response, and with the objective of honoring the past service provided by DoD Civilian Retirees, effective 4 August 2023, the NSAM Visitor Control Center located at the Sloat Ave entry control point (aka Gate) will afford the opportunity for issuance of Defense Biometric Identifications Systems (DBIDS) cards to eligible DOD Civilian Retirees.

Application Process: To obtain a DBIDS card, eligible DoD Civilian Retirees must complete the following steps:

  1. Fill out the highlighted sections of the SECNAV 5512 form, available at the following URL: SECNAV 5512 Form.
  2. Bring the completed SECNAV 5512 Form along with a copy of their Notification of Personnel Action Form (SF-50) or the respective service branch Nonappropriated Fund (NAF) employee equivalent form to the NSAM Visitor Control Center located at Sloat Ave Gate.

Operating Hours: Customer Service hours are as follows:

  • Monday through Friday: 0700 – 1130 and 1200 – 1500 (3 pm)

For convenience, DOD Retired Civilians are encouraged to schedule appointments by calling 831-656-3643. The Visitor Control Center is resourced by higher headquarters with one DOD civilian performing clerical duties with singular hardware capability to access needed U.S. Government databases, thus be patient given what is anticipated to be a near term surge in demand for DBIDS. Also, Visitor Control Center appointments will be kept to best of ability with no guarantee.

Processing Time: While every effort will be made to expedite DBIDS card issuance for eligible DoD Retired Civilians, the standard turnaround time for receiving a DBIDS card is three (3) business days. Applicants deemed unfavorable within this period will receive notification. Applicants whose DBIDS are ready for pickup can verify and collect their cards at the Sloat gate Visitor Control Center, by calling 831-656-3643.

DBIDS Card Privileges: DBIDS cards issued to eligible DOD Retired Civilians will include "Access to and use for all NSAM MWR Facility Privileges" specified in the "Remarks" box on the back of the card. The card will be assigned to the "Facility Use" (Yellow) category.

Please note that a DBIDS card issued from the NSAM Visitor Control Center is valid only for access to NSAM, and that if intending for use at a different DOD installation, a DOD Retired Civilian must register the DBIDS card at that specific DOD installation's Visitor Control Center by doing so in person at the other installation's Visitor Control Center.

Please also note that historically on rare occasions, some NSAM MWR activity is only for Active Duty and their families based upon the associated funding source, which makes the event possible, and corresponding higher headquarters' regulations.

Trusted Traveler Program: Eligible DOD Retired Civilians may make use of the Trusted Traveler Program (TTP) privilege and thus are authorized to positively escort; in other words, remain with at all times while onboard the DOD installation, up to 10 personnel and a maximum of two passenger vehicles including the vehicle with the credentialed DOD Retired Civilian. Please note that Real World or EXERCISE activity resulting in a higher Force Protection Condition (FPCON) can temporarily suspend the privilege of TTP, very likely with no notice, until restoration of baseline (aka lower) FPCON.

Validity and Renewal: DBIDs cards issued to DOD Retired Civilians will remain valid for three years from the date of issue.

Coordinating Instructions: The updated procedures outlined in this communication will be added to NSAM OPOORD 3300-23, Annex M Physical Security, Appendix 1: Access and Entry Control Procedures.
