IDARM program offerings are developed and taught by faculty of the Naval Postgraduate School (NPS) located in Monterey, California. NPS faculty are also supported by subject matter experts from other graduate-level institutions. As a fully accredited graduate institution, the Naval Postgraduate School attracts faculty with the broad range of educational backgrounds, professional experience and research interests required to respond to the diverse and changing defense acquisition management education challenges associated with the international security environment.

Mr. Kelley Poree is a lecturer at the Naval Postgraduate School’s Graduate School of Defense Management where he is responsible educating U.S. and allied military officers as well as defense civilians in defense-focused business and public policies. His research interests include informing acquisition leadership theory integration and architectures for tacit knowledge capture and codification within the Defense Acquisition System. Kelley retired from the United States Air Force in 2015 as the Chief of Contracts, Development and Integration Division Wright-Patterson Air Force Base, Ohio, where he was responsible for contracting and acquisition support to the B-52 Stratofortress Combat Network Communications Program, Universal Armament Interface Program, and A-29 Super Tucano Light Air Support FMS Programs for Afghanistan and Lebanon. Before his service as Chief of Contracts, he served as the Commander of the 509th Contracting Squadron from July 2011 – July 2014, providing responsive and compliant operational contracting support to the B-2 Stealth Bomber fleet.  His contingency and wartime experiences include Contingency Contracting Officer, Coalition Provisional Authority (2004), Bagdad, Iraq; Contingency Contracting Officer, Regional Contracting Center Fallujah, Iraq (2006); and Aide to the Commanding General, Joint Contracting Command Iraq/Afghanistan, Baghdad Iraq, 2006 – 2007.  In addition to his service in the U.S. Air Force, he was also a United States Army Infantryman for eight years, serving at Fort Benning, Georgia, Camp Hovey, Republic of South Korea, and Fort Hood, Texas. Kelley holds a Master’s degree in Business Administration, with a concentration in Strategic Purchasing from the Naval Postgraduate School.  He is also a National Contract Management Association Certified Professional Contracts Manager, Certified Federal Contracts Manager, and holds Defense Acquisition Professional Development Program (APDP) Level III in Contracting and APDP Level I in Program Management, and is currently a 2nd year doctoral candidate at Indiana Wesleyan University.
