Ms. Kathleen Noyes

International Military Student Officer (IMSO)

Ms. Kathleen Noyes, known as Kathi, joined the Naval Postgraduate School (NPS) in 1997 and has over 30 years of Federal Service.  She holds the appointed position of International Military Student Officer (IMSO), the primary point of contact for International Military Students undergoing training at U.S. installations.  Ms. Noyes received the Department of Navy’s Superior Civilian Service Award in June 2021 and is a two-time winner of the Navy Education and Training Security Assistance Field Activity’s (NETSAFA’s) IMSO of the Year Award.   

Ms. Noyes is a graduate of Husson College, Bangor, Maine, and began her civil service career as a summer intern at the Philadelphia Naval Hospital in 1972.  Later assignments were at the Fort Sill Field Artillery School, Fort Sill, Oklahoma, and as assistant to the Battalion Commander at the 1st Battalion, 5th Infantry, in Aschaffenburg, Federal Republic of Germany. When she returned to the U.S. in 1997, Ms. Noyes settled in Marina, California, and has worked at the Naval Postgraduate School since.  She has held positions providing administrative support for the Chairman, Systems Management Department (later for the Dean in the renamed Graduate School of Business and Public Policy), Dean of Research from 2003-2008, and as Administrative Officer/IMSO at the Defense Resources Management Institute from 2008-2014.  In 2015, Ms. Noyes became the Supervisory IMSO for the International Graduate Programs Office. 

She has two children and three grandchildren. Her hobbies include party planning, catering, culinary arts, costume design, and crafts.  She is an avid fan of the Philadelphia Eagles football team, Golden State Warriors basketball team, and her grandkids’ recreational sports.
