Response to Chinese Naval Expansion into the Indian Ocean

- What effects will an increased PLAN presence in the Indian Ocean have on the region's smaller maritime states, such as the Maldives and Sri Lanka, or on larger ones such as Indonesia and Australia? Might it lead them to seek closer naval coordination with India? How might these states and India cooperate to deter assertive Chinese behavior such as that seen recently in the East and South China Seas?

- What effects will India's drive for dominance in the IO have on the region's smaller maritime states, such as the Maldives and Sri Lanka, or on larger ones such as Indonesia and Australia? Will it lead them to seek closer naval coordination with India? Or will they seek to balance against India by coordinating with other states, including those outside the IO?

- How will increased Sino-Indian naval rivalry in the IO affect the views of other regional states on issues such as energy security, maritime piracy, and HA/DR? How will these views shape smaller states' perception of the U.S. rebalance to Asia, and their interest in cooperating with USN to enhance the rebalance in the Indian Ocean?
