Commander Paul Giarra has a distinguished career as naval officer, strategist, and author.  He is the president of Global Strategies & Transformation, a professional services firm and strategic planning consultancy.  During his naval career, he was a P-3 pilot; a designated naval strategic planner and political-military strategic planner for Far East, South Asia, and Pacific issues; and managed the U.S.–Japan alliance in the Office of the Secretary of Defense.
