The Sponsored Program Support Office (SPSO)


The Sponsored Program Support Office (SPSO) is responsible for the management and administration of the systems and processes utilized to propose and track reimbursable programs at NPS.  It oversees the development of program and support agreements, coordinates with the Financial Management Directorate on reimbursable funds acceptance and sponsored program administration, and ensures compliance with NPS and DoN policies.  In coordination with Institutional Research and the Public Affairs Office, it develops reports and web content promoting the research activities of the institution.  SPSO coordinates with the Information Technology Assistance Center to maintain the software utilized by NPS researchers to submit proposals to external and internal sponsoring organizations.  It also reviews relevant proposals for compliance with the DoN Human Research Protection Program policies and manages postdoctoral, internship, and exchange programs.

Sponsored Programs / Support Agreements – Supports processes for proposal and budget development, reviews competitive funding opportunities for eligibility and sponsor requirements, and facilitates proposal approval and submission.  Drafts, negotiates, and monitors support agreements where NPS is the receiving (inbound) and outbound (supplying) organization.  Works directly with the Budget Department within FMD to coordinate acceptance of sponsored funding.

HRPP Support - NPS OHRP is responsible for ensuring that all human-subject research supported by NPS is conducted ethically, protects the rights and welfare of research participants, and ensures research is conducted in compliance with Federal, DOD, State, and local regulations. 

Research Program Administration – Responsible for management of the National Research Council (NRC) Postdoctoral Associateship Program, Engineering and Scientist Exchange Program (ESEP), Administrative and Professional Exchange Program (APEP),  Oak Ridge Institute for Science and Education (ORISE) Internship Program, and Research Initiation Program (RIP). 
 
Systems and Data Management – Administers sponsored programs systems that support the various stages of development and tracking of all reimbursable projects performed by NPS.  Identifies, cleans, analyzes, and presents information to support regular and ad-hoc data calls.   Manages internal and external website content.
